Laws of Telnus
1. The laws of the City of Telnus are held in the highest regard, and are to be followed, upheld, and protected by all citizens and guests. No one is above the law system of Telnus and include individuals of the highest castes down to the lowest.
2. The laws of Telnus extend no further than the walls of the city. However, Telnus does claim sovereignty over the land surrounding the City extending from the walls out 10 pasangs. Telnus' naval territory extends to the limits of the territory of the Ubarate of Cos. It should be noted that Telnus and all territories of Telnus fall under the absolute rule of the Ubarate of Cos and Ubarate Law applies in most situations. In the event that the City of Telnus claims no Administrator, the laws of the Ubarate of Cos apply in entirety.
3. By law, the Administrator and High Council have within their power the ability to establish and modify laws of Telnus. However, this power is limited. Laws may not be created or changed for personal benefit, monetary benefit, or to work counter to the Laws of the Ubarate of Cos.
4. The Laws of Telnus are to be given the utmost respect. Any person, free or slave, who is found to be breaking the laws set down by the High Council or the Ubarate of Cos shall be held accountable in a swift and just manner.
5. The High Council of the City of Telnus will consist of the En' positions of the High Castes of the City. The Administrator will preside over all High Council meetings, but will not cast a vote on any issue unless a tie break vote is needed. The Administrator retains the right to veto any decision put forth by the High Council, however, this should only be done with the utmost respect due to those members of the High Council. High Council seats are to be held by Free male individuals of each Caste, however, the Administrator can appoint Free Women to the seats if there is no male of that Caste in the City. Individuals of the Low Castes such as merchants, slavers, etc, can be allowed an honorary seat on the High Council and allowed to cast a single vote, but only with the permission of the High Council.
6. The Home Stone of Telnus is the city's most cherished and highly guarded property. It is Gorean custom, when in context, to rise to one's feet when speaking of the Home Stone. When in the presence of the Home Stone, everyone is required to remain standing out of respect and pride of their citizenship. Refusing to stand in the presence of the Home Stone may be considered treason and is a serious crime.
7. The theft of the Home Stone of Telnus is a crime abhorred by all citizens of Telnus. Just as it is on all of Gor, this crime is punishable by extreme torture followed by public impalement.
8. Theft, in all its forms, is illegal. Punishments for theft in the City of Telnus are as follows: First offense - Ear notching, Second offense - Loss of the male thief's left hand, or the female thief's reduction to slavery
9. In the City of Telnus, the crime of forgery includes the following examples: the unauthorized creation or copying of keys, the reproduction of patented or copyrighted materials, the addition of city emblems onto unauthorized merchandise, the tampering of measurements, the tampering of coin values, and the striking of counterfeit coinage. These crimes will be punished severely.
10. Any Citizen who commits the heinous crime of Arson in the City of Telnus will be punished in accordance with the severity of the damage caused. Penalties for the crime of arson include but are not limited to: reimbursement for damages accrued, exile, or execution.
11. Any violent crimes, including theft, murder, or arson committed against any Citizen or Guest of the City of Telnus by citizens of another city or territory will be reviewed by the City of Telnus' war council and the Ubarate of Cos' war council to determine if the crime will be considered an act of war or if it is merely an isolated incident. If the crime is deemed to be an act of war, the next course of action to rectify or avenge the situation will be decided upon by the war council.
12. The crime of treason in the City of Telnus is defined as:
- Theft, desecration of Home Stone;
- Theft of city and isle maps for the purpose of smuggling to hostile parties;
- Making copies of any municipal key without permission of the Ubar;
- Forgery, use, or wearing of the Ubar's seal, standard, crest or insignia or that of his family or any of the cities of Jad, Selnar, Telnus or Telnus;
- Distribution, forgery, or flying of the insignia flag of the Cos Uberate to any naval force not of the Cos Ubarate;
- Refusal of any Warrior to fight during times of War;
- Any attempt to usurp or to harm the Ubar, his family members, or the Governors of the cities and their family members;
- Attempts to infiltrate the isle, the cities, or the courts of the Ubar and his Administrators with intent to garner strategic information for non-Allied parties;
- Refusal to acknowledge the Ubar of Cos, Lucien Iteratus, as rightful Ubar of the isle and its cities and waters, unless he has been deposed by the warriors of Cos as is written in the Ancient Scrolls;
-The swearing of a Citizen of Cos to a Home Stone other than the Home Stone of the Island Ubarate of Cos.
- The furnishing and/or distribution of any Cosian legal document or military plan to any entity outside of the Cos Ubarate without written permission from the Ubar;
- Abduction of any blood or adopted relative of the Ubar of Cos or his Governors.
- Impersonating a city or Ubarate palace guard or any other military officer or official of Cos or her Allies.
All acts of treason will be punished by the cruelest means possible and will culminate with the offending party's public impalement on the pikes of the Gates of Telnus.
13. All citizens of the City of Telnus must journey to the Sardar Fair at least once before they reach the age of twenty-five. Initiates of the city will keep records on who has completed the pilgrimage. Any citizen who fails to meet this requirement may be expelled from the city to prevent misfortune from befalling the city.
14. All citizens of the City of Telnus must claim a caste and be registered with that caste on the City Records upon reaching age of majority. In Telnus, that age is 17 p'ahns. Any individual not born of the City who swears to the Home Stone has one hand in which to decide the caste they will join. Any citizen born of the City of Telnus who has reached intellectual majority will join the caste of their father.
15. The only recognized form of legal joining between a Free Man and Free Woman in the City of Telnus is the institution of Free Companionship. For the Free Companionship to be validated and legally binding, the Companionship Contract must be signed and witnessed and the Wine of Companionship shared between the parties. All Citizens are bound by this requirement.
16. If a couple enters the city and are already joined in Free Companionship, that companionship will be legally binding.
17. All Free Companionships will be bound by the articles and covenants contained in each individual contract. Any disputes of such will be taken before the Court of Telnus.
18. The City of Telnus reserves the right to exclude and not recognize the GBC or any rogue Assassin and will ignore any actions taken by this organization or individual. All Attempted Assassinations must be backed up by an actual in character reason.
19. The RBC are the only assassins recognized by the City of Telnus. All others will be considered Outlaws and dealt with accordingly.
20. In the event of declared war and it is determined that the Island be placed on Lockdown, NO ONE will be allowed into Telnus or its territories without a Guest Pass approved by the Administrator or Ubar. ANYONE found in the city or its surround without a pass will be taken into custody and held in the City Dungeons until they can be questioned. At that time, their disposition will be determined. Breaking this law can have impalement as its reward.
21. Any free person who encounters a stranger in the City of Telnus, is required to raise the alarm. If the person is in the City legitimately, they can notify the guards of who they are visiting. If the person is in the City without permission, they are to be brought before the Administrator who will determine if they be allowed to stay, or if they are to be punished.
